At 1st, we're led to believe that the man has no sensation in his legs. But he really means that he can't touch them with his hands because his arms have been amputated.
It's a play on words.
Very clever, in a macabre sort of way.

who knows but i must agree that he couldn't feel his legs because tha doc cut off his arms. well i guess that's its maybe he was in a bad accident that caused them to have to amputate his arms !!!!! this is a funny joke and pretty cruel all at the same time.

its a pun, he said he can't feel his legs and the doctor says he cut off his arms, so how would he be able to feel his legs if he has no arms/hand to feel them
