Would God consider the Russian Vikings in Israel his chosen children?

Are you asking about the Ashkenazim who have immigrated to Israel? That is a complicated question. Howevever for more than a millenum, the Ashkehazi Jews in Russia (like those in Central Europe) were genetically isolated, therefore it is doubtful that they share much, if any, of the residual genetics of the Norse Rus, the "Vikings" who assimilated with the local Slavic population and gave Russia it's name.

I'm not sure what Tibet has to do with this question, but as for how "Children of God" are supposed to behave, I believe we are all Children of God and I find a line from the prophet Micah to be a good summary:

"He has told you what is good, and what the LORD requires of you:
To do justice, to love kindness, and walk along humbly with your God."
(Micah 6:8)

Who does God consider his children? Well, obviously, I can't answer that; none of us can. We're not God. ;)
