There is a town in Florida with the name, but I don't know what it means... I believe "Terra" is latin for Earth, but "Ceia" I'm drawing a blank on.

It means: Heavenly Land.
There's a brief reference to this term in http://www.epodunk.com/cgi-bin/genInfo.php?locIndex=8962 where it says that:

"The community name derives from Spanish for heavenly land"

I don't think it is Spanish (Tierra Celestial). I think it is a misspelled (most likely) Latin , Italian or Portuguese term. In this languages "Terra" means Land. And heaven is:

caeli in Latin, (heavenly is "caela")
ceu in Portuguese
Cielo in Italian

In this other web page http://www.angelfire.com/fl2/sjsj/
also says it means Heavenly Land.

So I think "Terra Caela" (Latin) became "Terra Ceia".

As far as I know it's Portuguese. 'Terra' could be either Latin, Spanish or Italian, but 'ceia' it's just a Portuguese term. 'ceia' means supper and then 'terra ceia' means "earth of the supper (or evening meal)".It's very probable that this name is due to the fact that the area where is located this town had been discovered by a Portuguese explorer and most likely it had happened in the evening (the time of the supper).
