A fully charged co2 pellet gun will kill.Remember no body shots shoot just behind the ear or in the eye. I can not stand cruelty in killing any animal a good clean instant kill is the measure of any worthy sportsman.
As for tanning the hide . Box dress your kill
start at the butt hole and cut from there to the hind foot on each side. again at the butt cut cleanly to end of tail.pull skin down to front feet cutting around the ankle of each foot pull farther down to head you can cut around the neck or pull skin down over nose and cut off there.
with hide removed you will need a stretching rack.and a cool dry area to put it .with the skin again lay out and cut from butt to neck in the center of the stomach also cut out front legs like the rear ones. lay skin out on something smooth and flat. take salt and rub in hide in a very generous amount tack or tie out side of skin to your rack do not pull too tight as skin will shrink. in three days scrape off the inside of pelt to remove any fat or tissue re salt and allow to cure until completely dry.when dry do not fold as it will break. get saddle soap and rub into skin let soak and repeat until pelt is soft and pliable
A good lure is bird seed ,black oil sunflower seeds ,maise corn etc.just keep some out the rabbits and other critters will come. I do not know of a lure or scent to draw rabbits.
To cook hot grease milk flower make and batter meat sautee to light brown ,reduce heat cover with lid when done make what is called saw mill gravey over meat ,just flour lard and milk season to taste, pull out a pan of homemade biscuits get a big tall glass of butter milk and eat.

You did not list your age so if you are under 18 you should get your parents approval first.

I would recommend you go with a .177 with a no less then 900 fps any slower then that will make a 1 shot clean kill much harder.
The reason for the .177 over the .22 is the .177 in the same model will get a much better fps.
Head shot only for a quick kill.

On cooking you can use any recipe for chicken just use rabbet in place for chicken.

As to attracting it is best not to try unless you are trapping the rabbets.
Other wise you must move slowly through the brush and try to see the rabbet before he runs.
It sounds hard but it don’t take long before you get good at it and you start seeing the rabbets first.
You don’t look for the entire rabbet, just look for his head or eyes, then you start seeing a lot more rabbets .
When you do see the rabbet understand he saw you first and if you move quickly he will feel threatened and run.
Slowly move your gun up for the shot very slowly.
I hunt them with my Bow or 22 pistol this way.

You need a good, powerful air rifle check out the Daisy Powerline 880 if you want something easy to find and cheap.

You don't really lure rabbits, you need to go to them.

Cook them like you would cook a chicken... fried, bar-be-que or baked.
