Blue is a pain free color. In that if you are experiencing pain and surround yourself with the color blue it will help ease your pain. But over long periods of exposure to the color blue it will cause depression. So you do not want it to be a color that dominates entirely.
I don't know as much about Yellow. I do think it is a vibrant color and a great contrast color to blue or green.
You have not said what the color is for.

You know, color is subjective and that's why you need to go get a sample of each color that you're thinking of using, paint it each color on a piece of posterboard and pin them to the wall(s) that you're planning to paint. If you go to an actual paint store, as opposed to Home Depot or whatever, they can give you small samples that are large enough to cover a piece of posterboard. You have to pay a little bit for them, but it's worth it considering what you will be paying if you paint it the wrong color and need to redo it. After you paint your posterboard, check what you think of the color(s) at different times of the day because they'll look different depending on the exposure (northern, southern, etc... ) and where your windows are and where the sun happens to be. Additionally, when you pick out a color swatch, go with the color that is the shade just above the one that you think you want if you're picking a blue color or it will look MUCH more "blue" than you may want. For yellow, pick a shade that is a step lighter and more muted (not as bright) as the color you think you want to see -- it will be closer to the shade you want if you do it that way. If you still can't decide, maybe you should paint an accent wall in one of the colors and do the other 3 in the other color! Good luck whatever you chose!

Yellow is a more powerful color than blue, depending on the shades, and also, if you are putting this color in a room where you have minimal wall coverage such as painting...furniture and such, it may seem a little overwhelming. I would go with blue unless you are confident enough to pull off yellow

Depends on what you want to put the color on.
Is it a color paint for room walls; picture (drawing), a clothing color, a vehicle e.g. a car, motorcycle, bicycle, boat, a commodity or color lighting?
The choice of colors on different items/media will yield different visual effects (via its texture, light and form), feelings or moods in different circumstances or atmosphere.
My suggestion is first you have to determine what is the area of application and how and what form of medium you are applying the colors on. Then only can the choice of yellow or blue be considered.
