Enlisted: Seaman Recruit, Seaman apprentice, Seaman first class, petty officer (P.O.) 3rd, 2nd, and 1st class, Chief P.O., Senior Chief P.O. and Master Chief P.O..
The officers are: ensign, lieutenant junior grade, lieutenant, lieutenant commander, commander, captain and admiral.

Of course their are SeAL admirals...didn't you watch JAG on tv... SeAL ranks are the same as the rest of the navy, their rates depend on what their job is before they were a SeAL, there are designated "feeder" rates for the job. You have to convert if you are not one of the designated rates already, but it is just a formality, if you are goo enough to be a SeAL they change your rate. Some of the designated rates are Boatswain's Mate (BM), Operations Specialist (OS) and Gunner's Mate (GM). So a PO3 Seal may be called BM3 so-and-so.

Naval rates are naval rates, it doesn't matter what the jobs are.

I think it's E-4 and above, which they achieve upon completion of a portion of thier training. If you are asking what source ratings are eligible, I can't say for certain, but a recruiter can tell you which source ratings are eligible.

I imagine that most SEALs get jump pay, etc. for being in dangerous situations.
