You can't be a Sgt in the Seals. You are either a petty officer, a chief, or an officer. Sgts are in the Army and Marines, which sometimes attach with Seal units but are not actual Seals.

Going into the Naval Special Warfare Center automatically promotes you to the rank of E-4, and completion of desired schooling will go from there.

There are no actual SEAL snipers. However a large precentage of SEALs have been through sniper school, but it's only one of many tasks they will be asked to master.
