Probably not but it depends on what you mean by 'hounded'. There are more panhandlers in touristy areas and they may ask for money but you can just keep walking. For the most part, they are stationary and they're not going to chase after you or anything. If you take the subway, a lot of times a person will enter the car and walking from one end to the other telling their sob story or trying to 'entertain' people with bad music or terrible singing (sometimes it is funny though). If they zero in on you for some reason, just shake your head 'no' and they'll move on the next person.
Sometimes there are the people that try to quickly walk up next to you and start off with, "Hey, can I ask you something?". Just say 'no' because most of the time they tell a story about needing money for a bus ticket, etc. OR, if you are female, they are just creeps trying to harass you (and then ask for money anyway)
The thing I've found most annoying is when they've approached me because I was standing still on the sidewalk for some reason or sitting somewhere. They come up and try to engage you in some sort of irritating conversation. One day, I was staring at a clock in Union Square while I finished my cigarette before getting on the train. Some guy came up and starting telling me all about the clock and it's history. I didn't care about the history but I stood there since I was still smoking. When he was done talking about it, he demanded a dollar because he had just given me information about the clock (even though I never asked for it) and he said he considered himself a tour guide of sorts and it was how he made his living. I nicely told him I had no money but I was really pissed off. Those are the people you want to avoid because they 'help' you then try to guilt you into giving them money because they provided a 'service'.

Probably not. And they don't really hound, most just sit on the ground with a cup. I have been approached in the car though. Sometimes they'll come up and knock on the window and ask for money, but just keep the window closed, they're pretty much harmless. Most people are in the train/subway stations, not just walking around Times Square. Its not as bad as most people make it out to be.

Just go to Florida for a visit. Once you get mobbed by panhandlers there, NYC will be cake.
When I lived in Florida, legislation was passed that prevents panhandlers from panhandling within a certain distance of outside restaurants, businesses and ATM machines. People that really need help make efforts to better themselves and there are charitable organizations that will help, but don't just give money to any drunk bum on the street. These are the guys that cuss you out, follow you, spit on and otherwise harass because you won't support them.

The homeless will not bother you, they are too crazy and are talking to themselves. The only "beggers" that will come up to you are the professionals, that really do not need the money and probably make more than you do.

We went to NYC in Oct. '04 and didn't run into much of that at all. But I guess it would depend on what areas of the city you visit. There is a lot of it in San Francisco.

no, but becareful, they have undercover people walking around EVERYWHERE, and you will get hounded by the people trying to sell oakleys for 20$ or rolex's for 30$ like crazy, it seemed like everyone was doing that.. but these underover cops love to run up and catch them, i got kicked so hard because one just happend to be passing by me on the street, and the cop ran him down and i ended up getting hurt in the process. it was the best time ever... i love new york...

they might ask and move on...and depending on how long you stay and whether or not you are using public transpo, iif you ddo ride the subway often you have a greater chance of being asked
