I had cleaning done and they claimed and billed my insurance company for services I did not get, ask for or was informed would be done. After confronting them with this complaint when I realized how much they had billed my insurance company. They claimed they did periodontal work when I had made it very clear all I wanted was a regular cleaning only. (the cleaning was so light I thought she was afraid to touch my teeth) and after billing my insurance company they billed me an additional $234.00 that they claim I owe. While actually the statement from the insurance company said my portion should be $16.00.

I'm not sure. Does your state have a board of dentistry (like a board of medicine). Perhaps you could call the state public health department, they may be able to direct you.

The dental hygienist was lightly touching your teeth, most likely with the POLISHER. Why was she touching lightly? Because that is what she is suppose to do. The rubber tiped polishers remove stains only from teeth. And if you dont have much stain then she only needs to selectively polish as recommended by the American Dental Association or ADA.

It sounds like you have bad insurance. If you want a detailed explaination you have to call the insurance company up and discuss it with them.
I found out the hard way myself, that there are NO regulations on what dentists can charge. SO if you dentist wanted to charge you say 100,000 they could do it and no one could help you. That is advice I was told by lawyers at a call in radio show (they help people with consumer/ legal problems). And so I had to pay the dentist whatever I was charged. Just talk with your insurance company. Ask for a detailed copy of the bill and ask for an explaination of each charge.

absolutely, positively, call or write to the ADA and tell your story! this is definitely NOT normal practice. Also, i noted that you said your cleaning was very light. Sometimes you can have a "deep cleaning" which may be thought of as perio work. But if your cleaning was "light" I would say no....

I'm a dentist.

There's probably more to your story that you're not telling us. Regardless, before you file a complaint, try to straighten it out with the doctor.
