Depends on the breed. Domestic short hair and long hair are usually full grown to size after 1 year. A Norwegian Forest cat does not get fully grown for 2 to 4 years (its a big cat). But most cats are sexually mature by 6 months - so irregardless of breed, they get neutered or spayed before 6 months.

By six to nine months they are as tall and long as they should be. Cats tend to get fluffier with age, at least mine do!!
