It depends. If you have access to the system, you can find out who the car is registered to. But you could also run into a problem, perhaps the driver is not the owner of the car!

You have to go through the police and get a court order, which generally means no from official channels. But don't forget a lot of people give it out to different organizations, everyone has given to parking lot attendants, it sometimes isn't too hard.

an ex of mine used to work for farmers ins. and could pull-out info but I think that it's ILLEGAL.
