alot of good suggestions here. one thing to add the material looks as if it has been protected with some sort of washable clear coating. you can tell it was fabric then something was put on top of that so you can wash it if it gets dirty. when you touch it you cant tell it was a piece of fabric.

Size up the light switch cover on the back of the fabric and cut the fabric one quarter inch larger than the cover. Spray the front of the switch with spray adhesive - preferably one for fabric that can be found at any local fabric store, Wal-Mart or other craft store. Adhere the fabric to the cover and turn over, apply adhesive to the back of the cover and cut ninety degree notches out of the corners of the fabric. Fold the fabric back over the plate and stick to the adhesive. Once it's all dry, cut an X from corner to corner of the switch opening and once again fold back onto the back of the plate with adhesive. You cannot use thick fabric when doing this and you will see the screws which hold the cover in place. If you do not want to see the screws, hot glue the switch to the wall around the switch being careful not to get glue into the wiring. If you need to remove the cover when glued up, simply pry a spoon under the corner and pry forward. The curvature of the back of the spoon with prevent damaging the wall. Much better than using a screw driver or pry bar.

You can buy material that is flame retardant. Just look at the label. If you find a fabric that isn't, you can pre treat it with a fire resistant spray/spread on. The stiffness is probably just part of the material. All you have to do is cut a hole for the switch, unscrew the plate of the switch, put the fabric on there, tuck the corners behind the plate and screw it back in.

you can use liquid starch- half and half with water. and press outward to remove all the liquid. let it dry then trim edges, tucking them behind the plate- tack with tape or tacky glue if need be and put back on the wall. Also with the liquid fabric starch - all you have to do is soak it in water to remove if you want to change fabric.

look for metal switch plates with a crinkly finish, they are made special for covering like this. Usually used by wallpaper hangers.
