I would throw one cigarette out of the boat...the boat would become lighter. I would use the lighter to light the other cigarette.

One possibility is to use drop of water as a lense . Focus the sun rays through this drop on to cigarette and .... aha... you will light the fire.
Since this is a riddle .... the other cigarette was already lit ..Lol

Throw the cigarettes overboard and swim back to shore...but if you insist on smoking them then I suppose something with reflective surfaces and the sun might do the trick, but then again that might only work in movies.

take your bifocals off, set your cigarrette in a place that is directly in the son and use your glasses to over the cigarette like a magnifying glass with the sun shining right through it and wait for the smoke to start up.
