I remember when i was in first grade...about 5 or 6 years ago... we had a pin the arrow on the cupid, decorate a heart cookie for your friend, cards and compliments, etc...

Heads Up Seven Up but where they leave a candy heart on the desk in place of pushing down the thumb. Valentine book marks and other non candy rewards like valentine stickers.

how about Valentine's bingo game, pin the arrow on the Heart (pin tail on the donkey variation), make Valentine's cards, make foam pictures frames
prizes: pencils, eraser/pencil toppers, pocket notebooks, candy, bubble necklaces, candy jewelry.....maybe.
