I think father time has passed by Frank Shamrock. He needs to stay away from the UFC. Right now he is still considered one of the best Light Heavyweights fighters ever.To come back and possibly get his butt kicked (just like his brother several times against Tito Ortiz) isn't really worth it. What has he got to prove? He's already beaten some of the best mma fighters ever.

Read the book The Ultimate Warriors. The author has rated the 10 best UFC fighters of all time. He has Frank Shamrock rated 3rd. He lists these fighters in order of their influence, skills, and overall importance in the history of the UFC. And Shamrock has quite an impressive list of mma fighter in the UFC and Japan that he has defeated. He has nothing left to prove.

Well he would face heavy competition from the Iceman Chuck Lidell, but he could well win. Unfortunately, Frank was recently quoted as saying he will not fight in the UFC again.
