Me and a guy have been friends for 4 years now, should I make the first move or wait on him?

He has already told me that he wants us to get together. We have been out on 1 date and he rarely calls, the crazy thing is that he lives around the corner from where I attend college. We have never had sex, but always come close and something happens that puts a damper on things. What should I do.

Not knowing much about the guy I can't really say but if he's the shy type, maybe he's just too shy and you have to step up and make a move. If he's not shy, then maybe there are other things going on in his life right now that he needs to figure out before he starts thinking about a relationship. Not sure this helps you any but maybe it will.
