Not necessarily. If he is talking about relationship type stuff then you can pretty much count yourself out of a relationship.

Not necessarily. I tell my wife how good looking other women are all the time, but i love my wife.From the sound of your question you are young and if thats the case, he may be doing it on purpose to see if it makes you upset, because if it does, he knows you like him too.
