What's not to get? It's saying that even though heaven is better than earth, you're better off on earth if you're, say, a king, if your other option is to be a servant in heaven.

I believe the original quote is `Better to reign in hell than serve in Heaven` Milton has Satan say it in Paradise Lost. The context is he has just been cast out of heaven for his rebellion against God. Of course he is fooling himself.

This quote is trying to point out that it would be better to be in heaven under any circumstances rather than staying on earth, even if you think you have the perfect life here and would become gods servant in heaven.

It's from Book I of John Milton's masterpiece, _Paradise Lost_. Satan and all his supporters wake up in Hell, having just been expelled from Heaven after a great battle against the forces loyal to God. Satan is chatting with his comrade, Beelzebub, and they're discussing whether it was worth it. Satan boldly and proudly declares that "To reign is worth ambition, though in Hell; Better to reign in hell, than serve in Heav'n."

That same book contains another of my favorite quotes from Milton: "The mind is its own place, and in itself Can make a Heav'n of Hell, a Hell of Heav'n."
