They can wear whatever they want ... within reason. You won't go into a vet's office and see one wearing shorts and a T-shirt. At least I've never seen one dressed that way :-)
Every vet I've gone to with my dog, and there have been several over the years, all wore a shirt with a tie, and of course, a nice pair of pants. Some wear a lab coat over that too. . I've never been to a vet who wears scrubs, but I'm sure that many do, and they all wear scrubs do when doing surgery,
The office staff usually wears matching scrub tops and sometimes matching scrub bottoms or a nice pair of khaki's.
I'm sure the vet sets the rules for the staff's office attire and it differs in every office.

Vet offices are usually privately owned. So one of the vets usually owns it, and makes their own rules. I used to work for a veterinarian who always wore a suit on days he was just working with appointments, and scrubs on days he was doing surgery. he also had all the employees where matching scrubs with the clinic name and their name embroidered on it. But i now work for a veterinarian who does not have a dress code. She and the other vet where normal clothes, and they allow the techs and assistants to where what ever scrubs they would like. So it all depends on the vet office and what the owner prefers.

It depends on where you work. Some practices and chain clinics have a uniform, or at least a dress code, for veterinarians who work for them. Others don't, and of course individual practitioners can wear whatever they want (within the bounds of decency).

Yeah, at my practice we have to wear turquoise tutus, hardhats (miner's lights optional), striped tights and Mary Janes. Really pisses off the male doctors.
Seriously though...I think that most practices just want a professional look, one that inspires confidence in the services being offered; be it clean scrubs or a neat outfit topped off with a lab coat. My boss also prefers that all associates wear a name badge. Should be your own name on it too (tried to get away with Dr. Angelina Jolie...didn't fly)
