Santa Cruz has a rich history and is an awesome place! It's sort of a mecca for artists,surfers,students.

Well, any place where people play during weekday working hours is atypical rather than typical.
Generally, Californians are an ambitious and industrious bunch. Certainly, the major coastal cities stopped being "laid back" several decades ago. Los Angeles, Long Beach, San Diego, San Jose, Oakland, and San Francisco are as intense as any of their East Coast counterparts. You can't be lazy slackers and still have one of the largest economies in the world (unless you're Italian, but I digress).
To find a truly laid back place, you'd have to look at very small bohemian towns or very wealthy 'old-money' enclaves where they don't need to work to live well. Laguna Beach, Malibu, Santa Barbara, Carmel, Monterey, Santa Cruz, Half Moon Bay, Sausalito, Stinson Beach, and Mendocino come to mind...the list will differ slightly depending on who you ask...

San Diego, family oriented, Newport Beach, old Hollywood and New rich kids on MTV, Santa Monica, very laid back beach town, there are street venders on the Santa Monica Bridge every night who've been there for 20+ years still painting your name on a grain of rice!

Try Malibu, California in Los Angeles County. It's filled with celebrities like Beverly Hills, but is a beach town rather than in the city.
