Well, it's kind of an absolute imperative, isn't it?
I mean, if I am religious - particularly if I am Jewish, Christian, or Muslim - then I am supposed to be some sort of replication of God. God judges. If I do not judge, then I am not acting like God, but maybe more like a brainless automaton.
If I am not religious, then I suppose nature may have given me the gift of judgement so that I might not repeatedly press my hand on a red hot electric stove burner.
So, I suppose if you want to be universally stupid, then by all means, don't judge anything and act as if reality doesn't exist and don't complain when you end up in a psych ward because that would be being judgemental!
I mean, if we are reflections of God then our thoughts reflect God's thoughts, so to belittle our thoughts is to belittle the thoughts of God. This isn't to say that we don't have something to learn. That would be missing my point entirely. Instead, I am saying that, if God exists at all, He gave you the ability to judge for a reason, right?
Let's consider the 10 commandments:
If you cannot make any judgement calls, then you cannot tell the difference between following the commandments and not following the commandments. How anyone can pretend to follow the commandments and not be judgemental is a wishing for the impossible.
The problem with the statement is ultimately this: it's not specific. Does it mean do not be prejudicial? Does it mean we should not think so much so that others can tell us what to do like cattle? Does it mean we should treat the murderer exactly like we would treat our own mothers (my apologies to anyone whose mother happens to be a murderer)?
No. It doesn't actually say anything worth saying at all because it's not specific enough.
Moreover, it is not the word of Jesus. Go ahead. Cite the scripture where Jesus meant what you are specifically saying right now.
The actual reference is whether we hold the right and power to condemn people to hell or promote them to heaven. That is God's juristidiction. To attempt to ursurp God's role is to say that you can replace God - vanity. This is the meaning of "To take the Lord's name in vain."
If that is what you were referring to, then why the heck didn't you just say so?

I can judge a person who I see fit to do. If this person has made some very bad decisions and I see another coming I can use my judgement publically, I have every right to judge the path that person is taking and leading others on, I can be a very harsh critic and this would not be wrong. I have been judged and probally get judged each and every single day just like everyone else. So those who say that they don't judge people, are not telling you the full truth. It is born into us. You judge a person without even knowing it all you need to do is think about it and you are judging someone.

The christians beleive God gives them the right. Because they have the true religion and anyone not of their religion is going to hell - thats the first judgement.
If the person going to hell rejects the chance to be saved, then they are seen as lost and frequently get hassled about being anti-christian. So thats the second judgement.
As long as the non-beleiver does not respond, and tries to ignore the christians, things stay cool. But eventually the christians repeat something one time too many (this is called provocation) and the non christians becomes provoked and hits back, Guess what - the christian claims that "I'm being persecuted.'

I have no rights to judge others at all, for that we all make mistakes. If someone do something bad to me, I just have to forgive them and yes I judge, but for good only, understand that even the naughtiest person in this world can do a lot of good.

we all make judgments all day long. is it a right? I don't know but I cannot imagine how we would get along without making decisions about the people we meet and do business with.
The tone of your question makes it seem like you are doing some judging yourself.

We DO NOT have the right to judge one another. God is the righteous and just judge. Our job is to love one another. Love everyone and let God to sort us out. : )
I believe that mercy triumphs over judgment. God knows our hearts. He knows us through and through.
