Short for "plebeian," a commoner. It's from ancient Rome and did not mean "slave."

I'm assuming that in connection with the Naval Academy it refers to the incoming cadets who, in the mind of the upper class men, would be considered "commoners."

NOUN:

1) One of the common people of ancient Rome.
2) A member of the lower classes.
3) A vulgar or coarse person.
