That's a faulty question, really. Political socialization is affected by what our society teaches us at a very young age, so it can be said that politics is the result of our society, and not the other way around.
So, society would be to blame, by default.

The failure of the society, encouraged large number in the population to play games in the political elections.
Today's political failure is due to the political structure these childish elections put together.
