I mean if an insurgent(terrorist, whatever you want to call them) was sniping did they check I.Ds and wave Iranians on?

As combatants, Iranian governmental agents were open to being killed... for the last several months.

Today's news is just a leak from a long-standing Bush Policy to US Forces.

What would be curious is the Iraqi Governments Policy towards Iranian Intelligence Officers & Iranian Revolutionary Guard forces entering their country and engaging in insurgent activities.

Yes, even prior to this declaration by the Bush Administration, Iranian spies or insurgents would be killed or captured as well.

This new "declaration" is nothing new; it won't change anything. Like the "sanctions" that prevent North Korea from buying materials that they already weren't allowed to buy, it's just PR propaganda by the Bush admin. and co.

Apparently, judging from recent events, it's not illegal to kill anyone in Iraq - your neighbors, school children, women in general and pretty much anyone who happens to be in the wrong place at the wrong time when some dirt bag decides to detonate himself in a crowded market.
