It is English only on the English speaking web sites. If you look at the bottom of the screen you will see sites in other languages. There is even a US site in Spanish.
They must remain in the site's language so the can be monitored.

Because the section of Answers you are on is for English speaking people. If you want some other language scrol down to the bottom of the page.

Actually, there are other versions of Yahoo! Answers where you can use other languages. Click on one of the little flags at the bottom of the page and you'll see what I mean.

I am taking it that most of the people that come here and ask a question ask in English, hence the rule.
