I really want a music editing system for my pc. I don't want to down load it (I will if I have to..)

I bought the firebox by presonus, it came with some software that is probably expensive on its own, but well worth it.

look for Cubase LE if you want to record electronic/MIDI instruments via an instrument interface (like the firebox) or Acid XMC (sony) if you want to use pre-existing audio files.

another great program is "band in a box" which has alot of pre-loaded genre and rhythms (like any keyboard workstation) plus you can use an instrument interface to play guitar,bass,keyboard, etc. through the computer and the band in a box program. or just use your mouse and keyboard.

Well, there is no Garage Band named program

And you WILL have to download no matter what

But some good programs that do the same things are Fruity Loops, and AcidX

A combo of those is how i make the electronic part of the music for the band I'm in

But as far as a program named Garage Band..No

Pro Tools seems to be the defacto standard for PCs (a more robust version of Garage band, but pretty much the same as far as I can tell) PT comes in versions for Mac and Windows.
