2 coins are dimes. Add another coin (a dime), and you have 30 cents from 2 coins! All you had to do was add one more coin!

You said without usind a nickel, not one of them is not a nickel so it can not be a quarter and a nickel. However, 1875-1878, the United States issued a 20 cent piece, so the answer could be a 20 cent piece and a dime. I am only counting face value.

I read that because of metal shortage a penny will have a value of 5 cents, so maybe in the future with a quarter and a penny you can make 30 cents.
