Hmm... Packard Bell. Am I correct in assuming this might be a windows 95 or 98 machine? If so, then what you need to do is use F8 to interrupt the loading of windows so that you can go to a command prompt. If you do have a startup floppy, that would be even better. On your hard drive, most likely C:, see if you can go to cd\windows\options\cabs. If it exists, and there are the cab files in there, the setup.exe might exist too. If you can run that, that will re-setup Windows on your machine, leaving your files intact as well if the hard drive is not too corrupt.

PC World should be a first start. You need to know if the hardware settings are on the hard drive, or if they are written to a chip on the mother board. You can find this out by seeing if there is a reference to a set up page during initial boot. If there is, then you need to buy a new OS disk. If there is no set up page in the BIOS that is referred to during initial boot up, then the system hard ware configuration is in the hard drive, and that is less than good. Ask PC World for help. If they won't help you, seek aid from the Consumer assistance office with your state's Attorney General. Worst comes to worst, learn from the experience, go to PriceWatch and find a bare bones computer that you like. Buy it, and when it arrives, take your drives out of the old box and put them in the new computer and start all over. You'll have a least a 90 day or greater warranty on the new computer, and you'll be a lot better off. If this seems a bit to much, get help for the assembly work from someone that you know that does this kind of work.
Packard Bell was never a good computer to begin with, and I feel that you have been taken advantage of.

Your Windows Install CD is your set up CD. If you dont have the Windows Install and they only gave you their version Set Up CD - then you should call PC world. They should be able to help you get a replacement - or provide a suggestion Assuming they still carry your computer. At any rate ask them since they provided your disk.

That is your very best and perhaps only bet.

I am sorry to disappoint you, but you will need the windows CD to fix that problem. When you press F8 as soon as the windows logo and see if it brings up the boot options.

Another option is when that boot options come up see if you can copy that file from some other pc and paste it if it goes into the command prompt mode.

All the best.
