I think taking some time to decorate your apartment is a wonderful idea. Waking up the following day with the decorations still up is always a nice feeling and will cement the happy memories of your union. Fresh flowers and candles are always a nice decorating touch. If you have a particular theme in mind, perhaps you could play off of that and use small items to compliment the theme. Draping colorful fabrics and/or ribbon can also add to your decor as well.
As for keeping your guests entertained, consider planning an activity where your guests write down their good wishes or tips for a successful marriage for you and your husband. Afterward, you can keep these sentiments in a memories book. At one event I attended, there was a little "graffiti station" where guests were asked to paint the newlyweds a small picture expressing their happy sentiments for the couple instead of writing something down. It was a lot of fun and it turned out to be a wonderful memento the couple would keep forever.
One last suggestion with regard to this would be having your guests participate in sembazuru, which is the folding of 1,000 paper origami cranes. The folding of 1,000 paper cranes is a Japanese tradition that is supposed to bring newlyweds good luck, good fortune, longevity, fidelity, and peace to the marriage as well as to teach the couple patience. Cranes symbolize longevity and prosperity in Japanese culture because cranes mate for life and are thought to live to be 1,000 years old. While you may not actually fold all 1,001 cranes, it would be fun to at least have your guests fold one crane and have them write a sentimental message inside for you to keep. it is not your job to keep guests entertained they came to wish you well and to celebrate your special day. There is no reason that you cannot do the same things you would do at a reception in a hall, you can have your first dance and throw the bouquet your best man can still make a toast and you can push back the couch and do the electric slide or the chicken dance right in your own living room. Decorate it just as you would or would not do for a hall. You can get white crepe paper and the party shops will have decorations for a wedding Do what you want to do it is your day. Congratulations and don't sweat it it will be just fine.

Decorate with some nice candles and fresh flowers. Set an intimate atmosphere...but keep it simple. Seriously...it's really beautiful to walk into a room lit with some nice pilar candles and to smell fresh, bright flowers. Since you are saving money by not going crazy on a HUGE affair...you can really make it special with good food. Catering wouldn't be a bad idea, since it's a small group. Or keep it to a large variety of "finger foods". Mini quiche, baked ravioli bites, fresh veggies and dips, cheeses and crackers. If you have a Costco close by, a membership would be all you need to pick up a great variety of frozen and fresh goodies. They also have wonderful cakes, torte's and cookies. For drinks (if you want alcohol), have a couple of cases of your favorite beer, maybe a couple of bottles of a good white wine and if you are feeling adventurous...have a "signature drink". Mix pinneapple juice with vodka and chambord...fantastic martini!! Have fresh pinneapple slices to put on the rim.
Taking the time to have special things for your guest make it feel special and intimate to your guests.
And while some may think it's hokey...since it's a small crowd...fun games for couples would be perfect. Trivial Pursuit, Pictionary...anything to get interaction and laughs going.

Maybe you should have the reception a couple hours later after the wedding. Then go somwere and eat with the people involved with your wedding. At the reception just have snacks, and finger food. Then you can invite whoever you want.

With what you're saving on not doing something extravagant, can you afford to have someone come in and cater it, to include at least some decorations?
If not, see if you can get your friends to help out. If they all do something, they'll all have some buy-in for a good time and they'll all get to share in the good times. One person does music, one or two do decor, a few work out some food...

You don't have to do anything. If you want to decorate, go ahead. If not, don't worry about it. As far as entertainment, find yourself a good mix CD, put out some tasty snacks, and perhaps a photo album of pictures from the ceremony?

You could do as little or much as you wanted. Pretty much all parties have been "themed" and you can pick up any book (borrow from the library .. like this one: http://www.amazon.com/gp/product/1584792841/ref=pd_cp_b_title/002-0779291-4832827 ) and run with it. If you're on a budget, it's amazing what you can get for parties at a thrift store. Even the pros do it.
For smaller parties like this I love to have a chocolate fountain as it's a huge hit. You need a quality one ($250 to buy, less to rent) or it will be loud and barely functional.
Not a good idea if you have white carpet though.

Yes you should decorate. First set up enough tables and chairs. Or have a long buffet table and set up chairs on the other side of the room.
Whatever the color you have your bridesmaids dressing in or your favorite color, have that color spread around the apartment. Meaning put out flowers of that color in nice vases, that color in disposable napkins and paper plates. And clean up your apartment. You can also put bridal looking things around your place. Go to your local craft & fabric store and look for things.
