I recommend finding a good shooting range and renting a variety of handguns to try. The 'best' gun for you is not the best gun for me. The gun that is most comfortable for you is the one you should get.

Depends on your size, hand size, what your task is for the weapon? Are you a security officer in plain clothes, an armed citizen or what?
The Springfield Armory XD in 9mm is a good choice, it has a palm safety which I feel makes it safer than a Glock, less reholstering accidents, etc.
If you want to go even smaller than there are many choices. Personally, I don't trust calibers that don't have a 4 at the beginning, preferrably followed by a 5 i.e. 45 caliber.
Springfield Armory, Para-Ordinance all make small sized .45 autos that are an outstanding choice for personal defense.

Keltech makes a 9mm that will fit in the palm of your hand. It is lightweight polimer with a single-stack magazine and also comes in .380. I would suggest a Glock for dependability, but Keltech for conceal-ability. As others have mentioned, it all depends on how you may need it and what works best for you. Find a gun shop that will allow you to try out a few different models to determine what feels best. Some pawn shops will have the capabilities for test firing, depending on your local laws.

It's really subjective. You'll have to go out and fire a lot of guns to find the best match for you.

I strongly... STRONGLY recommend the Bersa Thunder-9 or the FireStorm Mini 9 (FYI - Firestorm is the same company as Bersa with a different distribution channel).

The Bersa Tunder-9 one of the least expensive "compact" handguns in my family's collection, and has quickly become my personal favorite. Out of all the handguns I frequently fire (including some very expensive customized name brand handguns), it has had the fewest jams. After a few hundred rounds, when we first bought the gun, we haven't had a single jam since. It's the easiest gun to break down and clean, I've used. I've used lots of different brands of ammo, including some really cheap russian ammo, with no problems. It's easy to fire left-handed, too.

To date, I've probably fired 2000 rounds, and have nothing but good things to say about it.

A lot of collectors talk trash about it, saying it's "cheap." Yeah, it's inexpensive, but IMO is very good quality.

Kahr makes a really nice 9mm. A little lighter and a lot less bulky than the glock. I'm little (5'1) and I find it a lot easier to manage than the larger 9mm's, and it's definitely easier to conceal.

I would consider the Glock Model 19 compact one of the best out there. It has a magazine capacity of 15 rounds, super safe with double action only [Glock call it their "safe action"]. Price is right at about $500 plus tax.

I carry a Glock, model 26 off duty. Very concealable, and great gun.

Glock or Springfield XD in a sub compact would be excellent choices, both are offered in 9mm and S&W40.

The new S&W's - military and police polymer guns. Similiar to a glock, but a better gun with all the latest engineering advancements. Outstanding.
