The higher the trophic level, the higher the concentration.

This follows the general rule that whatever an organism eats, only about 10% of the volume of the "food" is converted into body mass of the "eater". So as an organism eats more small organisms to build body mass, it accumulates more of the toxin.

So as you go up trophic levels for any food chain, the concentration of any toxin increases by 10 for each level:

plant (10 ppm) -> insect (100 ppm) -> sparrow (1,000 ppm) -> hawk (10,000 ppm)

This is called biomagnification or bioamplification.
