Because a lot of Highway Patrol cars, etc. do have them on. Your statement is false. Also, like Cali cop said we have a habit of losing hubcaps. The worst cars of all time were the last rear wheel drive Chevy police cars, man, they couldn't keep a hubcap on to save their lives. I am surprised more people weren't decapitated by them flying off our cars!
The Ford Crown Victorias have a smaller hubcap that we can use that is in the middle of the wheel instead of the bigger pretty ones like the troopers have. You know cities are notoriously cheap.

A lot of cars are made with no hubcaps--a lot of wheels are more attractive now. My CR-V has alloy wheels that are way cooler than any stupid hubcaps.

As for cop cars, they're supposed to be functional, not pretty. Hubcaps fall off and get lost and just slow you down if you have to change a tire.

Maybe because their tires are on rims? Their cars aren't for show or comfort their cars are used to perform a job and if they had hubcaps odds are strong they'd come off at some point

Probably because the city that the police officers work for, will not pay for the hub caps. They (the officers) are lucky the city governments pay for the police cruisers.
