Of course the chick is wet still but on its belly it has a cord attached to a small dryed up looking sack. Do chicks have umbilical cords like dogs? if not what does this mean?

This cord the allantois (spelling ?) functions like an umbilical cord in mammals. It is attached to the yolk sac. It will dry up and fall off.Have a tweet year.

Chicks do have umbillical chords, they are attached to the inside of the shell if there is a sac there it could have an unretracted yolk sac, this is where the yolk sac has not retracted into the chicks stomach, this happens shortly before hatching, you usualy have to tie a piece of cotton around the sac near the navel to let it dry out and drop off. Not too tight tho because if you damage the sac the chick could die. It might be a better idea to take it to a vet in a brooder and get them to do it.

Yes, it is analogous to the umbilical cord. It attached the chick to the yolk sac. Leave it alone and it will fall off by itself. Pull it off and your chick will bleed to death.
