Okay my parents are divorced and I live with my mom. She treats me like the princess I am because she syas I deserve it for getting good grades and not being like "BAD". But my dad seems to be kinda awkward. Okay this is my last year at my school and next year we'll all be going to different high schools so I wanted my birthday party (close to the last day of school) to be BIG! I wanted a moonwals and a DJ and barbecue but my dad was like no, u don't need that. And my mom was gonna get a cat for me but he says I'm not responsible enough. He dosn't even live with me and I have a stepsister who he treats better than me and my half sister ( we share dads) I wanna cry. Please help me!

If you live with your mom, your dad can't prevent her from getting you a cat, or anything else she wants to give you.
He might be afraid that your mom is spoiling you, making you think you can ask for anything in the world and it will be given to you just like that... and unfortunately it sounds like he might have a point. All the things you want cost a lot of money, and it might be difficult for your parents to provide that for you, much as they might want to.
Tell your dad that you want your birthday this year to be very special, and a memorable occasion. Tell him you know you can't have such a big fuss made every year, but this year is really important to you. Then work it out together which things you want most at this party - is it having lots of people there? a special cake? entertainment - would you prefer the moonwalk or music for dancing? Be willing to compromise - after all, it's their money, and this party is their gift to you.

I don't know about the cat thing, but I agree about the party. It would seem to me your mother has spoiled you a bit (by the statements you made) and your dad is trying to make you more grounded than you seem to be. Why do you fell he treats them better?
However, if your mother is willing to get you a cat and pay for the party, why does it matter what he says about it?

Well then look at this from his side. If he throws you an extravagant party for your birthday, how fair would it be to your sister's if he didn't do it for them too. Money isn't easy to earn. When you grow up and start having to pay for your own way, you'll see.

Princess, since you are a princess, consider the responsibility that comes with that title. You don't just have "servants", you have "people" that you must attend to as well. Knowing that your mother is on a budget and has done fairly well to provide for your wants and needs, should cause you to make the mature decision of not having the party or, you provide the resources to make it happen. And you can still be a princess, just one that's growing up and becoming mature. (smile)
