It means that they think they have it all, the looks, the brains etc, Just because they think this does not necessarily mean they are right. Most of the time they do this to boost their confidence.

It's basically just figure of speech! Similar to "That's Hot". Basically it's saying that the person is everything that they have been looking for.

It can be a negative or positive. It's normally used for negative though. It means that "they" think that they have everything, know everything and can do everything. Basically, it's meant for people who are arrogant.
