It will take awhile for your new cat to feel comfortable in the new home. I adopted two cats last month: a 10-year-old and a 6-month-old. The kitten adapted immediately. The 10-year-old, predictably, was shy, as she had spent her entire life in her previous home.
So what I did with the older cat is fed her in the bedroom, which she claimed as her hideout, and put the litter pan in there, as well as her own bowl of water.
Once she was comfortable enough -- it took a few days -- and began spending more time out from under the bed, I moved her water out of the room to its permanent location and I moved the litter pan to the bathroom. (I showed her the pan in the bathroom so she would know where it was.)
The only reason she's still eating in the bedroom is because the kitten is still on his own food. Once I switch him to adult food in a few weeks I will move the older cat's dish to its permanent location (next to where the water is now).
With the location of food and "bath" aside, give your cat space; don't smother her. Check on her and talk to her often so she gets used to your voice, and encourage her to come out. But if she doesn't want you to pick her up, don't force it.
It also helps if you interact with her at her eye level. That may mean getting on the floor. Doing this will make you appear less intimidating.

kitten or grown cat? the transition into a new home with new people can be very stressful for kitties...leave him alone...and when you do interact with im, use a very calm and sweet voice...make sure he has all he needs food and water and litter box wise...give him some nice toys and time to get used to the whole thing..sometimes touching them when they are still asleep and murmuring sweet kitty nothings can be a good first step...

I've adopted 9 cats, and so far, the best thing to do if one of them does that is to grab him or her at the nape of their neck, like their mothers do. This disengages their claws immediately, and they stop kicking. They literally can't, it totally relaxes them. Once you have them like this, support the kitten against your chest so it's not just dangeling (they don't like that for too long). Once it's calmed down, speak really softly to it, sometimes it helps to make the "shhhhh" sound. Once they give up, slowely release your grip as you pet it. It's always worked for me.

do NOT run up to him and pick him up or yell at him.
He's probabaly really nervous seeing all these new people. Try playing with him and give him treats and a little extra love! :-)
