It might mean that with these low-cut jeans, if you bend over, or even sit down, everything in the back shows. It is horrible, really.
* I think its not talking about crack the drug, bec then it would just be "crack" not "the crack."

This is a Southern United States expression (what some might call a redneck). This means that the duct tape, staples, and superglue they used to fix the damage (from when Jim Bob and Billy Ray accidentally backed that old Dodge truck too close when they were moving the house) have given up the battle, and the large crack is now reappearing. The usual manner of expressing the amazement at the crack reappearing like it does every 3-4 weeks is expressed by saying in a surprised voice, "well I'll be dag nabbed, THE CRACK IS BACK!" followed by a few choice curse words.

Crack is a drug derived from cocaine. It's still a predominant drug in the US, but at one point it was the highest selling drug in the US. So when someone says, "crack is back," they mean something that once was popular and proliferate (in a bad way), has or is making made a return.
