You might not want to; nicotine is very hydrophobic. If you intend to use the nicotine yourself, find a nontoxic (funny how that'd be an issue since nicotine is HIGHLY toxic) nonpolar solvent.

Otherwise, I'd say use hexane to extract nicotine.
