What your dog is doing is gathering information. He isnt sniffing the people he already knows he is sniffing everywhere they have been.
If he was a puppy it could be that his senses have developed a little better and it's something new for him. That would explain the increase in sniffing.
He can recieve a whole lot of information in this manner. Know about where that person has been if he was any other dogs ect.. If someone has a particulary wide range of smells, your dog would probably spend more time smelling and gathering information.
The abuility is so intense that even dogs profieciant with scent (trained sniffers) can pick up a particular scent particle floating on the air and zero in on it, even if its hours old.

Dogs love to sniff. It is their way of saying "Hello, glad to see ya!!!" .
It also has alot to do with whether or not the person being sniffed has pets of their own. I'm sure that you have seen dogs sniffing each other's behinds. This is a greeting and is perfectly normal.

its normal. my dogs sniff everybody. even people they have known their whole life. he is just looking for a familiar sent. another reason might be that these people have animals and your dog is picking up the sent of those animals. or i like to think of it as a friendly hello. so ya there's nothing to worry about.

It is very normal for sniffing because dog's sence of smell is better than their sight and they do it to recognise you even if they know you already.

It's also very possible that these people may have been around animals recently and your dog is checking out the new scents.

i had my dog for a while but every time i come home from school he still sticks his nose in my crotch then goes to the back to investigate or do what ever he does

you may want to have his eyes checked. just like a blind man using his hands to "see" your face the dog will use his nose as his eyes.
