It's even more easy to find Italian people talking Roman dialect in Rome than Italian people in Milan talking Milanese... Just because Rome is the Capital, that doesn't mean you'll find "standard Italian" there; in fact it's spoken more in the North of the Country than in Center or even more in the South.
Anyway, dialect in Milan is Milanese, which has nothing to do with other foreign languages; as all other dialects, it grown up by itself, of course influenced by migration and foreign domination. Compared to Italian, you can find a lot of word totally different and other are the same but may sound "strange" if you're not used to :)
But in the North everybody talk Italian and also the local dialect, while going South is more easy to find people more influenced by dialect than Italian language.

They, first of all, speak italian : however in small neighbourhoods
they talk Milanese, a mixture of french, spanish and italian!
4 example, in small bars, people they know each other, use this
idiom just to gossipping with out being understood by foreigners!
Some of these dialects are really nice and fun!
