Both parents have to sign the right over if the father is unknown he must be advertised for as father of baby born X day concied X day with moms first name.
This is pretty simeple but will vary state to state so you'll need a lawyer. Here DHS does a couple of home visits to see if you are suitable too. Had a friend do this twice and it cost them several thousand dollars. Find a lawer who has handled adoptions and ask them.

Starting, you would want to consider do you want the child knowing about his/her birth parents, will they still be mom and dad or aunt and uncle. Those are just somethings to consider.
You may not really have to formally "adopt" them. You can contact your lawyer and ask them about just signing over the parental rights. Your in law can sign over their rights as a parent to you since you are relatives. Most cases often try and place the child with family before anything else. This way may be a much simpler and less hectic way of doing so. With adoption you may or may not have to formally enter the child into the foster care system. That itself can be a painful, long, and unclear process.

If she wants to give you that baby then sign contact a lawyer. As far as costs, it shouldn't cost a lot anything but your not going through an adoption center.

You need to contact a adoption lawyer, if it is immediate family of you or your husbands you can also apply for a grant up to $10,000 to help raise the child, it is called keeping families together or something. I believe CPS or a county clerk could help you with the grant info

1st go to a lawyer Legal papers must be done and a juvinile judge has to aprove it to be legal. The unoffical way is to have her and you go to a notery and sign a typed paper of her giving custody to you.
