It is found in Isaiah 3:16-26 The Lord says,The women of Zion are haughty,......therefore the Lord will bring sores on the heads of the women of Zion; the Lord will make their scalps bald. vs. 24 Instead of well dressed hair, baldness;
Warning against Vanity.
And BTW Luke 13:3 actually says I tell you nay, but except ye repent ye shall all likewise perish.

I think you are probably referring to the passage in Isaiah 3:24 (16-26 to put it in context). It is a judgment pronounced against the proud women of Judah, the southern Kingdom, in the days of Isaiah.

You cannot look at one piece of scripture and try to read it in plain text, all scripture means something when it is put together with other scripture, and then you understand what God is telling us, if you read it, and try to take it at face value, you'll miss what the Lord is saying.
