my entire family has asthma. we have never had a problem.
birds love bathing.
try taking the bird in the shower. make sure a towel or a rubber backed rug is in the bottom so the bird doesn't slide around. he will strut around and fluff his feathers until he is so wet he can't get out of the tub on his own. it's a riot.
make it part of a daily routine just like you do.

best thing I can think of is to get an air purifier it will help keep the room as pure as possible and it will help the person with ashma adjust quicker

My daughter is an asthmatic and we have two parakeets. They have a little "tub" of water that they play in and bathe in and we change the water everyday. The parakeets do not seem to bother my daughter. In fact, they seem to have helped her. However, just make sure whoever the person is washes their hands after handling the bird. Asthma is different in different people, so good luck!

Do a little research, as there are parrots that produce less "dust". Cockatoos are notorious for their copious dust, and need a shower 3 to 4 days a week.

I would try respecting this person's illness and not getting a parrot. Be a grown up!
