To prove citizenship. I know several families of immigrants with children born in the US. Since the US grants citizenship based on being born in the US, these children are citizens. If the families return to their home countries and their children wish to return to the US one day, having even an expired passport will help them avoid the delays involved with getting residency.
This is necessary because if the children don't register by either their 18th or 21st birthday and they have been living outside of the US, citizenship is a much more difficult thing to establish.

Because the want you to pay for the darn thing. Years ago children were allowed in a mother's pass port, now you need even one for a baby which is good for 5 years, however in a few months the baby won't even look like the picture anymore.
Its a money grabbing business and incredibly silly.

Well with the exception of it always being a good idea to have a form of identification, they wouldn't for any legal reason need a passport.

Form of ID.
I have state ID's for all my children, and their fingerprints are registered with the state as well. The information is all logged in the state's data base incase of abduction.

All persons must have a passport..
Usually small children can be on parents passport...
