Let's start with the last question first, navy civilians are simply civilian personnel who work on a naval base. They can be assigned to many tasks, and civilian personnel are taking over more and more jobs today, in order for naval personnel to be available for sea duty.

A navy Seal is a full time sailor or Marine assigned to the Seals. This is an individual who has completed Seal training and is assigned to a special ops unit or some such duty. Navy Seal are considered the creme de la creme of military personnel. This is one of the most effective and disciplined forces in US military history.

A navy reservist is someone who is only active on a part time basis. These people are usually able to maintain a civilian life, however they are usually required to serve on active navy duty, at least one weekend each month.

Navy Seals are a special forces branch of the Navy. Navy reserve is made up of people who have normal daytime jobs but they also get paid to be reservists, which means they have to do x amount of hours every year in the Navy. Navy civilians are people in administration jobs etc who never get called to fight. It is recognised that the best naval special forces in the world are the Special Boat Service from the UK.

Navy Seal are Special Forces in the Navy. Naval reserves are civilians unless called up for active duty by president. You might want to a reservist a naval civilian but I never heard them called like that

To get an idea of what the Navy SEALS do, read the book Rogue Warrior, by Richard Marcinko. The reserves are just that, they are civilians who train on a regular basis, and may be called up in time of crisis.

Navy Seals are the 'mostest elitest' branch of any armed forces.
They do black-ops and such and stuff of legends.
They undergo rigurous training and are the finest specimens of the human species.

Navy Reserve is made up by mainly ex-navy people who can be called into service if needed and who also spend some time each year doing drills and such.

Navy Seals are a specialized elite branch of the service. They are highly trained for special missions, and a lot of what they do is very dangerous. Read about them here

Naval reservists are people who only serve in the Navy on certain weekends and for short periods in the summer, unless their unit is called to active duty. Most of the time, they are "civilians", and may hold any job in the civilian world--teacher, fireman, lawyer, dentist, janitor, waitress, etc.

Actually, the Navy Seals are Tier 2. And Seal Team Six is so more elite that they are Tier 1, an entire league apart from the rest of the SEALs.

There is no such thing as a Navy civilian. There are government contractors who are civilians who work with the Navy. They do jobs like upgrading and retrofitting ships systems, like RADAR, SONAR, Navigation, propulsion and engines, etc. They don't actually serve on a Navy Command. They do their work, then when it is time to go to sea they go home.

Navy Seals are the best of the best. Navy Reserve is much like any other branch of reserves. Typically Reserves are only called when they are needed - however currently they are being deployed.
