Gates is a leftover of the Reagan Administration. The Reagan Admin racked up an incredible 33 indictments and 28 prosecutions of its staffers. 3 were pardoned by George H.W. Bush, including Caspar Weinberger.

With such a corrupt administration, its not a stretch to believe that Gates is cut from the same stone and is just another ex-criminal from the Reagan era.
