I bought the cake pan on E-Bay, but there was no insert or instructions with the cake.

You should be able to go to any bakery and buy the cake decorating kit. Or just go buy some small power rangers action figures and set them on top of the iced cake. Ice the cake in the color of the child's favorite ranger and put the power ranger lightning bolts on it too.

go to walmart and ask the cook or bakery there. They might have some good tips because some of them specialise in making cakes and decorating them. If you don't live by a walmart, go to a bakery.
