Well, you could head up to Mt. Hood and play in the snow! Unless she got enough snow last week. Other than that... it's too early for Saturday Market, too cold to play in the fountains, and she's probably too young to go to Powell's.
...So I am the KING of search engines. Found this link for you:

It's a free listing of fun family things to do in and around Portland on Saturday, January 27th. A couple of interesting things there. One of my daughters' friends would LOVE the agate show at OMSI -- and in fact, OMSI is always a popular choice. And I see from another calendar that OMSI will soon have an exhibit about a trip up the Amazon River, with fish and animals -- very 2YO friendly, but doesn't start till next weekend:

The Oregon Zoo is always good for kids, and they have "Keeper Talks" at set times throughout the weekend days:

The penguin exhibit is VERY popular with my kids, though be warned -- it smells pretty fishy. And if your daughter likes the book "Stellaluna," she'll LOVE the bat exhibit, as it's all filled with fruit bats that look just like Stellaluna. (A great book, by the way, if she isn't already a fan of it.)
And finally, if the weather is as gorgeous as it is today, you could head up to Council Crest -- you can probably see Mt. Rainier as clear as it is today:

On a clear day (and today counts!), you can see something like five different Cascade volcanoes, and they should all be brilliant white...
Have fun!

Oregon is a beautiful state. Have you tried going online? I live in Tennessee, and I went online to find a place for my little sister's 16th birthday, I found a lot of caves and stuff that even offer overnight stays. Also try a local truck stop or rest area, no not for the date, but most of the time they have those little travel pamphlets or area wide travel destinations, they have a lot of really fun places to see according to what your family enjoys doing. Amusement parks are always fun, and if your short on cash try an arcade. I know an arcade doesn't sound like something an adult might enjoy, but most have go carts and games tailored to adults. Along with batting cages and even toddler friendly games. I know that my children love to go the park, they can play on the equipment and feed the ducks/fish. We also love family game night, that can be a little daunting if you toddlers which I do, but even hi ho Cherie o or shutes and ladders can bring a smile to any mommy or daddies face.

Try a game of bumper bowling for a rainy day. Young children can do it and adults can also have fun doing it. It's a great thing to do if you can't make it outside. For an outdoor activity try a family bike ride. If you live in a nice area, a bike ride on a local trail will be the perfect fun filled day. It is something fun and healthy that everyone can enjoy.
