The Philippines is NOT a native English speaking country since the people has their own native language - Filipino. On the other hand, the Philippines has the most proficient English speaking population in Asia because English is their second language and uses it with native fluency.

Technically no. English is their second language not their native language

No, the Philippines has its own languages, approximately 170 dialects and languages are spoken all over the archipelago. Though English is somewhat the 2nd unofficial language of the Philippines, it is not fluently spoken especially among the poor and uneducated. Most Filipinos would still prefer to speak the local dialects or the constitutionally designated national language which is "Filipino" based on the "Tagalog" dialect.

Filipinos are basically bi-lingual or tri-lingual. In fact I speak Cebuano (my native dialect), ilonggo and Tagalog aside from English.

It depends on the people who live there. It's true that English is an official language of the Philippines, but I don't think that many people there grow up hearing and speaking English in their homes or in their local communities.
