My next door neighbor mistreats his puppy something horrible. He got it for his kids and they don't want it or play with it so they leave it outside all the time no matter what the weather is. Also, whenever the man takes a notion to, he holds the puppy down on the ground and hits it with everything from his belt to his fist while taunting it as if the poor thing will understand. There's no ASPCA in my town and the animal shelter who takes care of such matters wont do anything and they've been called too. What is there left to do because eventually the dog will get tired of being beaten and bite the man and then he'll kill it. Either that or he'll turn it into an unownable dog and it'll have to be put to sleep.

Calling the police is a good idea. I can't go over and ask him about taking the dog off his hands because frankly he scares me. I once caught him watching me from a dark corner in his yard while I put my clothes out on the clothesline.

This site has a link that you can go to and search for a place to report in you area. If this doesn't work, call the local police or sheriffs department. Thank you for helping this poor puppy-

I would say go to the police.
If they wont do anything to it, and you know that there is no reasoning with your neighbour about it...

(Probably a crime to advise...)

And the dog is outside All the time... then I suggest you take that poor puppy away. Take it home and keep it in and hidden till you found a new home for it.

The idiots that treat the dog like that probably think that the dog ran off anyway.

I know this is concidered 'stealing' but no animal should undergo cruelty like this.

If possible FILM the abuse before you take action.. you might need strong evidence.

You said there is no an ASPCA in your area but what about a humane society or even your local city animal control. If you can't get any help with those then def call the police. In the phone book or even when you call they have non emergency police numbers. Just make sure if you call 911 you let them know its a non emergency call, this is what you do when you see an animal locked in a hot car as well.

If the proper authorities won't take action (try police, too), you'll have to decide if you think the situation is severe enough to warrant taking the puppy from the yard and bringing him to a shelter or a suitable home. It may be the only way to help him. Unfortunately, the state can't even take care of abused children, much less all the abused animals.

when you witness abuse, try to take a picture of it happening. call the police. even if you don't have an aspca, animal abuse is still a crime.
on the other hand, if you're not on bad terms with the neighbor right now, you might try asking if you can have the dog (and at least find a decent home for it). if the neighbor finds out you called the police, after that he probably won't be inclined to give you his dog.

One would be politically incorrect to suggest stealing the puppy (assuming the police will not address the problem). One should not really suggest taking said abused puppy to a shelter several counties away where the current owner will not likely look for it or place it in a new home.

Yes, it would not be politically correct to suggest such an illegal act... but I'd sure be tempted to do it if I were in your shoes.

Definitely involve law enforcement.

The police will respond to animal cruelty reports, it is against the law to abuse or neglect pets in most states.

Be careful with this neighbor; you don't want to risk your own safety by doing the right thing and reporting him. If you have a safe vantage point from which to photograph or video--even with a cell phone camera--you might save that poor dog's life.

That is a sad story. I hate to hear of stuff like that happening to animals of any kind. I do not know your relationship with your neighbor but maybe you can offer to take the dog yourself or see about finding somebody who wants a dog. If you know somebody then just talk to him one day and say " hey that is a cute puppy wish i could find one like that" just something to get the conversation started and try to get the dog in your possesion and then give it to a person who will care for the puppy. Or try contacting a animal rights group you can find them on the web. Or if you do not get along with the neighbor and do not care one bit about them you can see about taking them to court on your own behalf but i check with a attorney first.

My answer is the exact same one as ponygirl. I would take the dog and give it to a friend or family member on the other side of town or out of town. That is a shame. Good luck to you at helping the dog. May God bless you for having a kind,caring heart.

Call or go to your local police station. Tell them what is going on. They may be able to take the pup for not having a license or something like that. The poor thing would be better off euthanized than tortured. I don't understand people like that.
